
Ulsan Named Rising Startup Ecosystem Star in East Asia by StartupBlink
Ulsan has been recognized as a Rising Startup Ecosystem Star in East Asia in the 2025 Global Startup Ecosystem Index published by StartupBlink, marking the city’s first appearance in the global rankings.
This recognition is awarded to ecosystems that demonstrate strong debut performance and rapid development. According to StartupBlink, Ulsan recorded the strongest debut among non-Chinese cities in East Asia included in the 2025 index, which evaluates more than 1,400 cities worldwide.
Long known as South Korea’s industrial center, Ulsan has recently pursued policies aimed at diversifying its economy through startups and technology-based innovation. These efforts include the establishment of the Ulsan Startup Hub, expanded support programs for early-stage companies, and increased coordination with local universities and research institutions.
Ulsan ranked fourth nationally among South Korean cities, following Seoul, Daejeon, and Busan. StartupBlink’s assessment considers factors such as startup activity, infrastructure, access to capital, and overall ecosystem performance.
City officials stated that the recognition reflects ongoing efforts to transition from a heavy-industry-focused economy toward future industries, including artificial intelligence, deep tech, and advanced manufacturing. Ulsan plans to continue strengthening investment support, talent development, and public-private collaboration to expand its startup base.
The Rising Startup Ecosystem Star Award is expected to raise Ulsan’s visibility among domestic and international investors and entrepreneurs as the city seeks to position itself as a new innovation hub in East Asia.
